The project analyses the production of risk related to natural hazards and the opportunities and barriers of adaptation in urbanizing Vietnam. The project focuses on otherwise neglected mid-sized cities, using the examples of Quy Nhon, Da Nang and Can Tho. Taking a dynamic perspective, the project asks in particular how risk is shaped by (a) the transforming political economy in post doi moi Vietnam and (b) the climate change related shifts in natural hazards patterns, notably with regards to flooding and typhoons. The project focuses in particular on the links between urban planning, land use zoning, land markets and climate change adaptation policy. Policy and planning documents are analyzed and complemented by interviews with decision makers from within the party-state-bureaucracy and other key informants from the academia, civil society and private sector. UNU-EHS has the lead on the Can Tho City case study.
